Pond treatment products which make the water 'safe' do exist, but some pond owners are wary about putting chemicals in their pond - the introduction of chlorine kills off bacteria in filters, and it stands to reason that most 'conditioning' products are not going to take an 'absolutely immediate' effect (even an hour could be potentially problematic).
